Third-Space Operating Model
Version 2026.1
Effective April 20, 2026
Summary. The Casper Youth Hub is a free, drop-in third space for youth ages 12 to 20. It is not childcare. Youth may arrive and leave on their own schedule unless your family configures a stricter departure policy.
The Hub is a safe, welcoming third space where youth ages 12 through 20 can drop in on their own schedule. Youth may arrive and leave on their own unless a family has requested a stricter departure policy on the youth's profile. The Hub is not daycare, after-school care, or supervised transportation.
What the Hub does
- Maintains a safe, supervised space during posted hours.
- Offers food, homework help, creative programs, workforce and educational referrals, and connections to trusted adults.
- Logs every arrival and departure so families can see their youth's activity history.
- Provides a kiosk and a mobile app for simple, accountable check-in and check-out.
What the Hub does not do
- The Hub does not provide transportation to or from the facility.
- Staff are responsible for safety inside the Hub. Staff are not responsible for a youth once the youth leaves the premises, unless a stricter family-configured policy applies.
- Youth may choose to leave at any time unless your family has configured a stricter departure policy on the youth's profile. We will notify you of activity consistent with your policy selection.
Expectations
- Youth agree to treat staff, volunteers, and other youth with respect and to follow the Code of Conduct.
- Youth agree to check in and out using the kiosk or the mobile app so we can account for everyone in the building.
- Families agree to keep emergency contact information current and to respond to communications from the Hub.
Departure policies
During registration you can choose how your youth is allowed to leave the Hub:
- Self-release (default): the youth may leave at any time; the Hub logs the departure and notifies you if presence tracking is on.
- Parent pickup: the Hub will ask staff to keep the youth on-site until a named adult arrives. Note that the Hub is not responsible for enforcing this if the youth chooses to leave against the policy, but we will alert you immediately.
- Approved list: you list specific adults who may pick up the youth.
Hours, access, and closures
The Hub publishes its hours on the website and in the parent portal. Hours may change for holidays, weather, or special programs. We will notify families by email and in-app notification.
Safety and emergencies
Staff maintain first-aid supplies, a documented evacuation plan, and a notification procedure for severe weather, medical events, or other emergencies. Hub staff are mandated reporters under Wyoming law. In any emergency, always call 911 first.
